Abstract
The purpose of the study is to analyze the success and failure of ‘international ozone regime’. The international regime governing stratospheric ozone depletion has developed through three stages : the adoption of 1985 Vienna Convention, the 1987 Montreal Protocol, and the 1990 London Amendments. The Montreal Protocol is the foremost example of the international environmental cooperation. It limits the emissions of major ozone depleting substances, mainly CFCs and halons. International regimes for the protection of the ozone layer seem to have been successful. It is even deemed to be a model for other international environmental regimes. But studying the negotiation and implementation of the three stages for ozone protection allows the analyst to counterpose different explanation of regime creation.
