공공외교를 통한 연해주 한인 독립운동의 재조명

본 연구의 목적은 연해주가 갖는 지정학적 함의와 연해주 한인 디아스포라를 중심으로 전개되었던 다양한 독립운동을 재조명해 보는 것이다. 연해주가 갖는 공간적, 시간적 의미를 되짚어가며 낡은 이념적, 정치적 견해에서 탈피하여 연해주 한인독립운동을 장기적 문화공공외교라는 소프트파워로 확산시켜 민족 스스로의 이익을 보장하고자 한다. 아울러 공공외교 차원에서 연해주 지역의 한인 독립운동사적지의 효율적인 관리, 지방자치단체간의 교류협력, NGO와 기업의 역할 등 한국과 러시아의 상생방안을 모색해 보았다. NGO와 기업은 공공외교의 중요한 행위자로서 중앙정부의 손이 미치지 못하는 곳까지 그 영향력을 행사하고 있다. 민간주체의 다양화는 국가 간의 비즈니스에 국한되었던 전통적인 외교방식을 탈피하여 양국 간의 수평적이고 쌍방향적인 교류와 대화를 끌어내고 있다. 한국 기업이나 시민단체는 러시아 국적을 가진 한인 디아스포라에 경제적, 기술적 지원을 통해 자립할 수 있게 해줌으로써 러시아에 이익을 주고, 한국은 한인 독립운동의 성지였던 연해주 항일독립운동유적지와 독립운동에 대한 현장을 발굴하여 후손에게 물려줄 수 있게 함으로써 양국이 생생할 수 있을 것이다. 한국이 연해주 한인 독립운동에 대한 민족의식을 고취하고 독립운동사적지를 보존·관리하기 위해서는 러시아와 관계가 무엇보다도 중요하다. 한러 문화공공외교나 정책공공외교를 펼쳐나가기 위해서는 러시아와의 정책공공외교는 하드파워의 경쟁외교가 아닌 소프트파워를 활용하는 창조외교의 전략에 의해 추진해야 할 것이다.
Abstract
The purpose of this study is to explore the geopolitical implications of the Maritime Province and various independence movements focused on the Maritime Korean Diaspora, Russia. It attempts to disseminate the spatial and temporal meanings, away from the old ideological and political viewpoints, of the Maritime Provinces and inform extensively the Maritime Korean Independence Movement with the soft power of long-term cultural public diplomacy. In addition, this paper is to find the ways of coexistence between Korea and Russia, such as the efficient management of Korean Independence Movement sites in the Maritime region as well as maintaining exchange and cooperation programs among local governments, NGOs, and private companies for the public diplomacy. NGOs and corporations have played important roles in the field of public diplomacy, with limited support of the central government. Various involvements and cooperations among civilian entities, moved away from the traditional diplomatic way, was confined to business between the two countries, leading to horizontal and two-way exchange of dialogues. Korean corporations and civic groups have provided a variety of benefits to the Korean Diaspora with Russian nationality, through the economic and technological support for their self-sufficiency. Both Korea and Russia can have a viable co-living via the excavation of the sacred independence sites in the Maritime Provinces and provision them to the descendants. Relations with Russia are of the utmost importance for Korea to promote the national consciousness of the Korean Maritime Independence Movement and preserve the independence movement historical sites. In order to promote the Korean cultural and policy public diplomacy, a good-will relations with Russia should be pursued through a creative diplomacy, not a competitive diplomacy.
