(Purpose) The purpose of this study is to analyze the effect of social capital and government quality on citizen’s subjective well-being and the moderating effects of public values between them. (Design/methodology/approach) In this study, dependent variable was set as subjective well-being. And independent variables were social capital and the quality of government. Moderating variables were public values such as freedom and equality. Control variables were set as socio-demographic characteristics. (Findings) As a result of the analysis, it was found that first, in social capital, participation in group activities, respect for community interests and a sense of belonging to the region had positive effects on subjective well-being. Second, among the quality of government, service attitude of public officials and trust of the central government had positive effects on subjective well-being. Third, civic participation in community issues had a positive effect on life satisfaction. Fourth, freedom had a positive effect on subjective well-being and equality on life satisfaction. (Research implications or Originality) Policy implications are as follows. First, various group activities within the local community should be activated. And second, a sense of community should be increased by enhancing mutual communication, reciprocity and cooperation. Third, public officials must recognize public values clearly and provide public services friendly and promptly to the citizens. Fourth, the government must carry out its duties with integrity and increase citizens' trust in the government by preventing internal corruption.
