Abstract
Transformation in diplomatic policies of North Korea can be relatively propelled easily and get significant effects compared to other policies of there. Although the set of diplomatic policies is the branch of domestic policies, it can be the most powerful tool for overcoming domestic difficulties embedded in North Korea. Therefore, the positive modification of the diplomatic policies designed for both domestic and world-scale politics can lead economic development and retain the current system of North Korea without fundamental changes of the internal structure. The goal of the diplomatic polices is economic prosperity and maintenance of the domestic political structure which gives benefits to the national security of North Korea. The current diplomatic policies are pursued in the emphasis of multi-tasking efficiency and rationality in aspects of economics rather than stuck in moral justification and orthodox in communism. It means that these policies can be considered the strategic responses of North Korea to the changing domestic and international environment. Eventually, the changes derived from the diplomatic policies mean that these things can establish the condition for internal changes without conflicts with the international society. The challenging international and domestic environment that North Korea faces is the catalyst of partial open diplomatic policies led by North Korea. In conclusion, the North Korea's diplomatic policies in Kim Jung Il era are the responses to the changes for maintenance of political system and amelioration of the economic condition.
