Abstract

The evaluation of the Gaesung Industrial Complex project and its activation in future Rowe, SungJae(Dongseo University) The development project of the Gaesung Industrial Complex is the largest economic cooperation plan between North and South Koreas. The project has three stages for its development. In stage 1, an industrial complex of about 1 million Pyung(approximately 3.3 million㎡) will be developed in the special zone. In stage 2, the goal of the complex is to construct a global export base, and, in the final stage 3, a combined industrial complex of heavy chemical engineering and industrial facilities. Through the full completion of its phased development in three stages, the complex is expected to attain about 2,000 million Pyung(approximately 66 million㎡) and to mainly accommodate manufacturing firms related to the light industry and advanced technology. This study discusses desirable policy directions for the success of the project in terms of the political and economical points of views. First, from a political perspective, both governments should eliminate political instability surrounding the Korean peninsular, including the controversial North Korean nuclear issue. This can be easily understood that, as long as there is political uncertainty around the country, it is difficult to have some cooperation from the neighboring countries and also impossible to have either a large-scaled economic cooperation or an investment to advanced technology. Second, from the economical point of view, the firms established in the complex should have some economical advantages, and a free market system should be introduced in the complex zone.
