초록
(Purpose) The South Korea government recently has made a resolution to change the offshore wind farm policy from an open-door approach to the government-led approach. The rationales behind of this change have purposes such as securing public acceptance, resolving uncertainties of permitting processes, and accelerating offshore wind farm construction. However it is unclear whether the change may be helpful to achieve above the goals. By analyzing the motivations and results of the offshore wind farms of leading countries who had been already transited the policy from an open-door to the government-led approach, this paper tries to anticipate and supplement the effects of the upcoming policy changes of South Korea. (Design/methodology/approach) The Netherlands and Denmark are chosen as the leading countries under discreet selection criteria. This paper employ the concepts of path dependence and critical juncture within the Historical Institutionalism framework, which focus on policy’s broad timeline and are useful to elucidate changes and results within the timeline. (Findings) The Netherlands changed their offshore wind farm policy to reach the national goal and Denmark changed it due to the potential violation of EU state aid rule. By changing the policy, the intention of the Netherlands to reduce the duration of offshore wind farm construction processes was successful. And Denmark no longer has to face violation of the EU regulation. Within the government-led policy, both governments prioritized the potential offshore wind farm sites where they can face less chance of stakeholder conflicts. They commonly arranged government-led public consultation process as mandatory before providing construction permits. (Research implications of Originality) This paper finds that the government implement a more robust policy framework, incorporating the active participation of governmental bodies in public consultation processes. It is evident that both countries have established a sufficient timeline for the public consultation process, with a duration ranging from six to eight weeks for procedural fairness. Despite the fact that the two countries did not achieve equivalent outcomes in terms of reducing the construction period, a balanced approach on the part of both countries will facilitate the reduction of the business timeline and the securement of public acceptance and procedural fairness.
