초록

이 논문은 1945년부터 1960년까지의 미국의 한국정치세력에 대한 정책을 탐구한다. 구체적으로 미국의 자유주의 전통 중 “급진주의와 혁명은 나쁘다.”와 “권력의 배분이 권력의 축적보다 중요하다.”는 세 번째, 네 번째 믿음이 이러한 정책에 반영되었는지를 살펴본다. 세 번째 전통에 따라 미국의 정책결정자들은 극좌세력인 공산주의세력과 극우세력인 권위주의세력을 배제하려고 하였다. 그러나 극우세력이라 하더라도 그 세력이 반공주의를 견지하는 한 차선책으로 수용하였다. 따라서 반공권위주의 정권인 이승만 정권은 대한민국정부가 수립된 1948년에 용인되었다. 네 번째 전통 또한 미국의 정책에 영향을 미쳤다. 미국의 정책결정자들은 1946년에 온건좌파와 우파를 연합하는 좌우합작정책을 추진하였고, 1950년대 후반에는 자유당과 민주당의 온건파들을 연합하는 정책을 시도하였다. 그들은 또한 이승만정권이 독재화하지 않도록 그 정권을 끊임없이 자유화하는 정책을 시도하였다.

Abstract

This paper examines the U. S. policy toward the South Korean Politics from 1945 to 1960. It elaborates whether the U. S. policy reflected the third and the fourth beliefs derived from America's liberal tradition("Radicalism and Revolution are Bad." and "Distributing Power is more Important than Accumulating Power.") or not. Due to the third belief, the U. S. decision makers tried to exclude the extreme left, i. e. the communist regime and extreme right i. e. the authoritarian regime. However, anti-communist authoritarian regime was accepted by them as the second best. Therefore, anti-communist authoritarian Syngman Rhee regime was tolerated by them in 1948 when the South Korean government was established. On the other hand, the fourth belief also had influence upon the U. S. policy. The U. S. policy makers endeavored to build the moderate left-right coalition in 1946 and the coalition of moderate factions of Liberal Party and Democratic Party in the late 1950s. They also made an consistent effort to liberalize the authoritarian Rhee regime to protect its leaning toward dictatorship.
