Abstract
This study examines the legal bases and assurance mechanisms for basic academic achievement (literacy and numeracy) and digital literacy in the Korean elementary school curriculum, aiming to identify the need for institutional enhancement of digital literacy. The 2022 Revised National Curriculum, relevant laws, national-level diagnostic and remedial systems, and minimum instructional hour regulations by subject were reviewed. Analysis showed that basic academic achievement is well secured under the Act on the Guarantee of Basic Academic Achievement and through a national diagnostic and remedial system, with minimum instructional hours for Korean and mathematics ensured by law. In contrast, digital literacy lacks a legal definition, and its national diagnostic system remains limited to research and pilot projects without nationwide institutionalization. Furthermore, the “at least 34 hours” guideline is implemented through cross-curricular or autonomous activities rather than as a stand-alone course, making actual instructional time unclear.
