일본의 학습지도요령 개정에 관한 일고찰 - 유치원교육요령 개정을 중심으로-

국제경쟁 사회에서 국가차원의 교육전략은 매우 중요하리라 본다. 이러한 의미에서 국가정책으로서의 교육을 강조하는 일본의 학습지도요령 개정에 대하여 살펴보는 것은 의미 있는 일이라 생각된다. 2008 년 3월에 고시된 일본 학습지도요령 개정의 배경은 국제화와 더불어 국가정책으로서의 교육, 학력의 증 명, 지방 분권화와 국가 책임, 논쟁이 아닌 실질으로서의 균형, 도덕교육의 학교교육에서의 책임, 학력의 핵심으로서의 언어 능력 배양, 인성교육의 기본으로서의 체험학습 강조, 학교 유형별 연계, 교사 역할과 교육 현장의 활성화, 학력의 지역 및 학교와 교사간의 격차 해소 등이며, 기본 이념은 ‘살아가는 힘’을 기른다는 것이다. 그리고 유치원교육요령의 개정 핵심사항은 협동심 증대, 체험의 다양성과 관련성, 초 등학교와의 연계, 연장교육을 교육활동으로 전개시키기이다. 이를 통하여 한국 교육에서도 국가정책의 중요한 정책으로서 교육정책의 수립, 인성교육의 중시 등 의미 있는 시사점을 찾아볼 수 있었다.
Abstract
Background for revising substance for course of study in Japan which was announced in March 2008 was as follows. It is comprized of education as a national policy in abreast with globalization, certification of education, regional decentralization and responsibility of state, balance in realistic terms rather than disputation, accountability of education on ethics in school education, improving lingual ability as a core of school education, emphasis of experience as basics for education of character, linkage by school types, revitalization of teachers' roles and educational site and resolving difference between regions, schools and teachers etc. Basic ideology for course of study in Japan is fostering 'power to live.' Core elements in revision of substance for course of study for kindergarten are increase in cooperative attitude, diversity and relationship of experience, linkage with elementary schools and evolving continuous childcare as an educational activity. Through study of background, ideology in course of study for kindergarten in Japan and its revisions it was possible to find meaningful propositions in education for Korea such as establishment of educational policy as a part of main national policies and emphasis on education of characters etc.
