Abstract

This study is to solve the puzzle of why the so-called ‘strong’ authoritarian state failed to achieve a market-oriented reform of financial system(domestic financial liberalization) by restricting big business dominance. Politically rational financial policy choices under the authoritarian regime had greatly affected the process of domestic financial liberalization. The involved political interests were to recover the state's financial power over big business firms with a view toward solving both economic costs for economic adjustment and political costs for regime security. Fluctuating power relationships between the state and big business had greatly influenced the process of liberalizing and then politicizing the financial system. Thus, the authoritarian government failed to realize the financial reform and returned to a collusive state-big business governing coalition by means of a politicized financial system.
