Abstract

This study proposes that in a conditional democracy with a relatively competitive election system, like the Islamic Republic of Iran, citizens who experienced a successful social revolution rely on “voice” to demand more pluralism, liberalization, and participation in order to challenge the dominating role of a supreme leader and an unelected clerical body. The 1979 Iranian revolution brought together diverse political interests including Muslim clerics, nationalists, and liberal Left in their efforts to overthrow a rentier absolutist monarchy. Ultimately, under the charismatic leadership of Ayatollah Khomeini, democratic and republican interests were subsumed, but religious interests were empowered by limiting the role of a president and an elected political body. Yet since the early 1990s, a coalition of reformers led by a president, executives, and local governments has began to emerge advocating a gradual process of political change, economic liberalization, and normalization of relations with the outside world. Although the conservative cleric coalition has excluded and repressed the moderate faction in order to secure the invested interests and the primacy of religion, the reform coalition has remarkably increased its support among the middle class, university students, professionals, women activists, and young constituency.
