유럽연합과 문화이벤트: 유럽문화수도프로그램의 통합적 기제로서의 역할 및 동북아공동체 구상에의 함의

초록

본 연구는 유럽연합의 대표적인 문화이벤트인 유럽문화수도프로그램이 유럽통합에 미치는 영향을 살펴보고 그것이 동북아공동체 구상에 미치는 함의를 살펴본다. 유럽문화수도 프로그램은 프로그램 기획과 운영 과정에서 유럽 시민들의 자발적인 참여를 독려하여 그들로 하여금 유럽문화의 다양성에 대한 이해의 폭을 넓히고 유럽연합에의 소속감 또한 제고하는 역할을 해왔다. 이 문화이벤트가 개최된 지 30주년이 되는 2015년에는 몽스와 필젠에서 각각 Mons2015, Pilsen2015를 개최하였다. 현지조사 및 담당자와의 인터뷰, 프로그램 종합 평가보고서 등을 바탕으로 각 행사가 얼마나 성공적으로 개최되었는지를 살펴보고 2014년부터 한·중·일 간에 운영 중에 있는 동아시아문화도시에 미치는 시사점도 살펴본다.

Abstract

This study aims at examining the impact of European Capital of Culture(ECOC), the most representative cultural event of the European Union, and finding out its implications for Northeast Asian Community. By encouraging European citizens to voluntarily participate in organizing and operating the event, the ECOC enabled the citizens to understand the diversity of European culture and enhanced their European identity. Its 30th event took place in Mons of Belgium and Pilsen of Czech in the name of Mons2015 and Pilsen2015 respectively. By referring to fieldwork and interviews with the directors' of Mons2015 and Pilsen2015 Foundations, this paper investigates how successfully the event was held. Furthermore, any implications for Culture City of East Asia which was introduced by Korea, China and Japan in 2013 is explored.
