상해 대한민국 임시정부의 군사전략과 ‘陸軍臨時軍制’ 변화

상해 대한민국 임시정부는 1920년 ‘독립전쟁 원년’을 선포하고, 일본과 개전을 준비하였다. 국제 정세를 활용하여 일본이 주변국과 전쟁을 일으키면, 대일전쟁에 참전하여 독립을 쟁취한다는 전략이었다. 이러한 전략을 수행하기 위해서는 상해 대한민국 임시정부 산하에 정규군이 필요하였고, 이에 각지에 산재한 독립군을 복속시켜 정규군으로 전환하고자 하였다. 이러한 군사전략에 따라 대한민국 임시정부는 1920년 초 ‘大韓民國陸軍臨時軍制’를 발포하였고, ‘大韓民國陸軍臨時軍制’는 군대의 편성을 비롯해 군사 제도 전반을 포함하였다. 그러나 대한민국 임시정부는 1920년 이후에 ‘大韓民國陸軍臨時軍制’를 상당 부분을 변경하였다. 사단 편제를 신설하는 등 편성 전반을 변경하였고, 총사령부와 지방사령부 등 각 군사 기관의 임무 역시 변경하였다. 이것은 당시 국제 정세의 변동 등에 대한민국 임시정부의 전략이 변화하면서 ‘大韓民國陸軍臨時軍制’에도 영향을 준 결과였다. 여기에는 개전 상대였던 일본군의 변화 역시 중요한 비중을 차지하였다. 이처럼 상해 대한민국 임시정부는 대내외 상황의 변화에 따라 새로운 독립 전략을 모색하였고, 이것은 ‘大韓民國陸軍臨時軍制’에 반영되어 군사전략의 변화로 이어지게 된 것이었다. 따라서 ‘大韓民國陸軍臨時軍制’의 변화를 통해 당시 임시정부의 군사전략과 시대적 상황 등을 확인할 수 있다.
Abstract
The Provisional Government of the Republic of Korea prepared for war with Japan. The preparations for the war by the Provisional Government of the Republic of Korea were to establish the Korean army extraordinary military system. The Korean army extraordinary military system includes the formation of the Korean interim government army. The Korean army extraordinary military system included the military system as a whole. The Korean army extraordinary military system can be used to confirm the specific military strategy that the Korean Provisional Government at the time is designing. However, the Provisional Government of the Republic of Korea changed the contents of the Korean army extraordinary military system around 1920. We added division units by changing the composition of the army. Changed the duties of the headquarters, local command, and military agencies. The change of the international situation was the main factor that the Provisional Government of the Republic of Korea changed the Korea Army Special Army System. And the change of the Japanese military was an important consideration. The change in military composition was fundamentally based on changes in the independence movement strategy of the Provisional Government of the Republic of Korea. The Provisional Government of the Republic of Korea has sought new strategies in response to changes in the internal and external situation. The new strategy of the Provisional Government of the Republic of Korea was reflected in the Korean Army Special Forces Army. Therefore, the military strategy and historical situation of the interim government of the Republic of Korea can be confirmed through the change of the Korean army extraordinary military system.
