해외석유가스개발사업의 국내 산업군 수주율별 유발효과 추정 연구

해외석유·가스개발사업은 석유 또는 가스를 확보하는 것 외에도 사업을 추진하면서 부가적으로 관련산업 활동을 촉진한다. 본 논문은 해외석유·가스개발사업을 반영한 산업연관표를 구축하여 우리나라 기업이 해외석유·가스개발사업의 일부를 수주하여 국민경제에 가져오는 유발효과를 추정하였다. 유발효과분석에서는 해외석유·가스개발사업에 대한 투입재 중에서 1차산업은 0%, 2차산업은 10~40%, 3차산업은 10~40%의 국내수주율을 갖는 시나리오를 이용하였다. 생산, 부가가치, 피용자보수, 고용에 대한 유발효과 추정 결과에 따르면 2009년 우리나라의 해외석유·가스개발산업에 대한 투자액만큼 최종수요가 발생하고 이 중의 일부를 국내기업이 수주하면, 각 시나리오에서 수주액 대비 생산유발효과는 모두 1배 이상이며, 부가가치유발효과는 0.5배 정도, 피용자보수유발효과는 0.3배 정도이다. 수주액 대비 유발액을 보면 시나리오 S1-1~S1-4(2차산업 국내수주비율 10%, 3차산업 국내수주비율 10~40%)의 값이 컸고, 이 중에서 S1-4(2차산업 국내수주비율 10%, 3차산업 국내수주비율 40%)가 가장 컸다. 국내수주액이 증가하면 유발효과의 규모는 커지지만, 수주액 단위당 유발효과는 국내수주비율이 높은 경우보다 낮은 경우에 더 크기도 하다. 모든 산업에서 국내수주비율을 증가시키는 것이 효과적이지는 않다. 2차산업 수주율 10%와 3차산업 수주율 40%의 조합이 수주액당 유발액이 컸다. 이는 산업이 갖는 투입과 산출에 대한 특성에 근거하며, 3차산업은 투입과 산출측면에서 다른 산업들과 많은 연관관계를 갖는 것에 비해서 2차산업은 그 정도가 낮기 때문이다.
Abstract
In this paper, we estimated induced effects of outsource contract from overseas oil and gas E&P projects on Korean economy using oil and gas E&P I-O table. In order to estimate induced effects, the Korean subcontractor scenarios are organized up to combination of various ratios of secondary and tertiary industries as input suppliers. The estimation results showed that induced production is above 1 time of the amount of outsource, induced value added above about 0.5 times of the amount of outsource and induced compensation of employees above 0.3 times of the amount of outsource in every scenario. The larger outsource ratios lead the larger quantities of induced effects. But in the view of ratio of induced effects and amount of outsource, the largest induced effect is showed in the combination of 10% secondary and 40% tertiary case. This come from input and output structure of each industry. Tertiary industry has more interrelated with others than secondary industry. The tertiary industry has many relationships with other industries
