한국 베버리지곡선(BC)의 추정

본 연구의 목적은 한국 베버리지곡선의 추정을 통하여 실업이 경기순환, 노동시장의 재배분 그리고 노동력의 변화 중 어떠한 요인에 의하여 가장 큰 영향을 받는가를 분석하려는 데 있다. 베버리지곡선의 추정에 앞서 1978년부터 2015년까지 고용노동부의 연간 ‘사업체 노동력 조사’ 자료를 바탕으로 우리나라의 UV관계를 그래프를 이용하여 분석한 결과, 전체적으로 실업률과 빈일자리율 간에 역의 관계를 보였지만, 노동시장에 대 혼란을 가져온 1997년 IMF 위기 시점을 전후로 하여 빈일자리수의 변동에도 불구하고 실업률이 약 3.5% 수준에 머물고 있는 매우 특이한 형태로 변화되었음을 확인하였다. 수익불변(CRS)의 관계를 가정한 매칭함수를 추정한 결과에서도 동일한 결과가 나타났으며, 이러한 결과는 매칭의 효율성을 높이기 위한 고용서비스정책의 효과가 나타나지 않는 것으로 이해할 수 있다. 1993년부터 2007년까지 월별 데이터를 이용하여 베버리지곡선을 추정한 결과, 실업이 전기 실업률에 의하여 큰 영향을 받고 있으나, 빈일자리율에 의해서는 매우 미미한 영향을 받고 있었고, 이는 탐색 및 매칭의 강도가 낮기 때문인 것으로 이해할 수 있다. 분석결과 노동시장에 있어서 매칭의 효율성을 높이는 데에 정책이 집중될 필요가 있고, 이는 현재 노동시장의 가장 심각한 문제인 실업문제를 해결하는 데 크게 기여할 것으로 기대된다.

Abstract

From the estimation of Beveridge Curve (BC) in Korea for 1993-2007, we found the followings:First, the Korean Beveridge Curve showed negative relation between unemployment and job vacancies for the whole period. However, when we divide the whole period into two parts around 1997 when the IMF financial crisis was arisen, the BC changed to a very particular shape. That is, although vacancies have varied considerably, the rate of unemployment has remained at about 3.5%. Second, this extraordinary shape of BC was reflected in the estimation results for matching function. When we estimated matching function imposing a restriction of CRS, the contribution of unemployment for new hires showed extremely small amount. This implies that the effect of employment service (ES) policy is questionable. Third, the shift of BC was affected by unemployment rate in the former period but not vacancy rate. We think the results were due to the low intensity of searching and matching in the labour market. The economic growth rate, as a cyclical factor to shift BC, did not have a great effect in decreasing the rate of unemployment as well as the reallocation factor such as job separation rate did not. Finally, as a concluding remark, we suggest labour market policy needs to focus on increasing the matching efficiency. Therefrom we can save the enormous fiscal expenditure of our government and solve the urgent problem of youth unemployment
