본 연구는 1979년 중국의 《告台湾同胞书》의 발표와 1987년의 대만의 대만거주 대륙출신자들에 대한 대룩친척 방문 허용 이후 최근까지 비약적인 발전을 이룩하고 있는 양안간의 교류협력관계를 금융협력관계의 변화를 중심으로 집중 분석함으로써 도출된 결과를 남북한 금융협력 강화를 위한 방안으로 활용하고자 하는 연구이다. 본 연구에서는 먼저 양안금융협력의 기본원칙으로 ‘하나의 중국’, ‘각자의 주권인정’, ‘평화통일’ 등과 같은 통일원칙과 ‘선급후완’, ‘선역후난’, ‘선경후정’, ‘선아후타’ 등과 같은 실무성원칙과 ‘민간성’, ‘업무성’의 원칙을 살펴보고, 양안금융관계의 변화를 2010년 초까지의 내용을 중심으로 살펴보았다. 이를 바탕으로 양안금융협력과정에서 나타난 문제점을 화폐태환 및 청산과정에서의 문제점, 중국내 중소형 대만기업에 대한 융자문제, 금융기관 상호개설과 관련된 문제점, 금융관리감독부문의 협력과 관련된 문제점 등을 중심으로 살펴보았다. 이러한 분석을 토대로 본고에서는 향후 양안간 금융협력과정에서 개선되어야 하는 부분을 중국내 대만기업에 대한 근본적 자금지원책 모색, 양안간 화폐 태환 및 직접청산시스템의 확대 및 도입, 양안 금융관리․감독 당국간 교류협력의 정례․체계․규범화 등을 중심으로 제안하였다. 마지막으로 본고에서는 향후 남북한간 금융교류 및 협력관계 강화를 위한 제언으로 남북관계에 대한 기본원칙의 수립 및 적용, 비정치적 분야에서의 인적교류의 개방과 확대, 한국 금융기관의 대북한 진출에 대한 선제적 개방과 점진적 확대, 남북한 청산결제제도의 도입 등과 같은 정책적 제안을 하였다.
Abstract
In order to draw improvements in Cross-Strait financial cooperation, this paper search principle of unification and working-level rules on the Cross-Strait exchange and cooperation relations and major change and characteristic on Cross-Strait financial cooperation relation. Through analysis on major substance, this paper draws problems with conversion and clearing of currency, financing problems of Taiwan' smaller businesses in China, problem with mutual open of financial agency, problems with cooperation and exchange of financial management and supervisory part between China and Taiwan. And this paper make improvements on Cross-Strait financial cooperation as prospects on change in Cross-Strait financial cooperation relations ; financing plan for support to Taiwan' smaller businesses in China, introduction and expansion in conversion and clearing system between China and Taiwan, holding the cooperation and exchange of financial management and supervisory part between China and Taiwan on a regular and normative, systematic basis. Finally, this article proposes measures to strengthen inter-Korean financial exchanges and cooperation as implications of this study by analzying the Cross-Strait financial cooperation.
