글로벌 경제위기가 한국의 경제구조에 미친 단기영향과 경기회복 매커니즘 분석

본 연구는 최근 글로벌 경제위기의 한국에서의 경제구조적 단기영향을 글로벌 경제위기를 전후한 장단기 추세에 근거해 분석하고, 경제위기로부터의 회복 매커니즘으로서 환율절하가설에 대해서 실증분석한다. 세계적인 수요감소을 보인 글로벌 경제위기는 단기적으로 우리나라의 무역규모를 급격히 감소시켰지만, 산업별/국가별/지역별 교역비중 등 장기추세를 변화시키는 구조적인 변화는 가져오지 않은 것으로 분석된다. 글로벌 경제위기의 무역감소가 노동시장에 미친 파생영향분석 결과, 전체적인 고용안정성의 악화는 유발하지 않았으나 비정규직의 상대적 악화 등 차등적인 영향을 가져오는 것으로 분석된다. 글로벌 경제위기를 전후한 단기적인 추세에서는 양극화의 완화국면으로부터 반전을 보이는 것으로 나타나, 외환위기와 유사하게 경제위기시 취약계층에 파생효과가 집중되는 차등효과가 있는 것으로 해석된다. 우리나라의 V자형 경기회복에 대한 하나의 주요 매커니즘으로 논의되는 환율절하 가설에 대해 글로벌 경제위기를 전후한 OECD 국가별 자료를 사용해 급격한 평가절하가 경제위기시 자본의 순유출과 이에 따른 부족한 외환을 확보하는 주요 매커니즘이 될 수 있음을 보인다.
Abstract
We studied the impacts of the recent global economic crisis on the Korean economy in the context of international trade and labor market. We found no structural impacts on international trade. Although the sharp decrease in the export volumes did not bring any secondary impacts on labor markets in terms of total labor stability, it seemed to accelerate the polarization trend since the foreign exchange crisis of 1997. We empirically validated the devaluation as a major mechanism for effective recovery from financial economic crises.
