Abstract

This study used Data Envelopment Analysis (DEA) to evaluate the managerial efficiency of all agricultural cooperative unions in separate regions and merger regions and examined the effects of mergers in local agricultural cooperative unions by surveying their staffs to provide post-merger integration (PMI) measures to enhance the effects of mergers in regional agricultural cooperatives. In result of analyzing the managerial efficiency of agricultural cooperative unions in separate regions and merger regions using the DEA model, ① CCR model (Overall Efficiency) was 0.68 in separate regions and 0.69 in merger regions, ② BCC model (Technical Efficiency) was 0.79 and 0.75, respectively, and ③ scale efficiency was 0.81 and 0.93, respectively. Thus, it was determined that agricultural cooperative unions in merger regions were seeing better scale efficiency than those in separate regions.A survey of staffs in agricultural cooperative unions in merger regions revealed that: first, internal changes were ① satisfaction from the outcomes of merger (46.8%) and ② positive response to the union members' status (47.5%). Second, business changes after mergers entailed positive responses toward ① guidance and extension activities (54.7%), ② purchasing activities (51.0%), ③ sales activities (46.0%), and ④ banking and credit business including mutual-aid business (64.7%).In order to achieve the effects of growth strategies, the ultimate goal of mergers, mergers shall aim at seven infrastructures of PMI, including ① clear identification of post-merger visions and strategies, ② fluent leadership channels, ③ synergies and co-growth, ④ early accomplishments for show-offs, ⑤ desirable integrated culture, ⑥ fluent communication, and ⑦ systematic pre-control of risks.
