무전공 입학 제도에 대한 비판적 검토: 대학의 자율성 개념을 중심으로

초록

교육부의 2024년 주요정책 추진계획에 포함된 무전공 입학 제도는 대학생들의 전공 선택권을 강화하고, 전공의 벽을 허물어 21세기형 인재를 양성하는 것을 목표로 한다. 이러한 정책 목표는 정책의 수요자인 학생들로부터 지지받고 있음에도 불구하고, 중대한 문제점을 내포하고 있다. 그것은 바로 대학의 존재 방식이자 생존의 핵심 가치인 자율성을 침해한다는 점이다. 구체적인 논의를 위해 먼저 대학 자율성의 의미와 성격을 살펴보았다. 첫째, 대학 자율성은 대학의 전통적 가치인 학문의 자유 개념과 밀접하게 연관되어 있으며, 자율성의 범위는 내용적 자율성과 절차적 자율성으로 구분된다. 둘째, 상호 긴장 관계에 있는 기관 책무성의 정도와 상대적 비교를 통해 대학 자율성의 수준을 파악할 수 있다. 이와 같이 논의된 대학 자율성 개념을 바탕으로, 정부의 무전공 입학 확대 제도가 대학 자율성을 어떻게 침해하는지를 비판적으로 분석하였다. 분석 결과, 무전공 입학 제도는 교육적 사안들에 대한 대학의 결정권을 경시하고 있으며, 시장 논리에 기반한 정부의 책무성 압박을 통해 대학의 자율성을 위협하고 있다. 결론적으로, 대학의 지속가능한 발전을 위해서는 대학의 자율성을 보장하는 정책 방향을 진지하게 탐색할 필요가 있다. 무엇보다도, 대학의 자발적 혁신을 저해하는 정부의 불필요한 개입을 멈추고, 학부제와 학과제란 이분법적 패러다임에서 벗어날 때가 되었다.

Abstract

The Ministry of Education’s 2024 policy initiative to expand admissions without a declared major seeks to enhance students’ freedom in choosing their academic paths and foster versatiletalent by dismantling traditional academic barriers. While this policy has garnered support from students, it raises significant concerns, particularly regarding its infringement on institutional autonomy, which is a cornerstone of universities’ existence and core values. To address this, this study examines the meaning and nature of institutional autonomy. First, institutional autonomy, which is closely linked to academic freedom, can be categorized into substantive and procedural dimensions. Second, the level of institutional autonomy can be evaluated by analyzing the tension between autonomy and institutional accountability. Based on these discussions, a critical analysis reveals that the policy undermines universities’ authority over educational decisions and jeopardizes their autonomy by imposing government pressure rooted in market logic. In conclusion, for sustainable development of higher education, it is essential to explore policy directions that genuinely safeguard institutional autonomy. Most importantly, unnecessary government interventions that impede universities’ voluntary initiatives must be curtailed and a shift beyond the dichotomous paradigm of college and departmental systems is needed.
