최근 부상하고 있는 시민참여 개념은 다양한 영역과 수준에서 이루어지는 다양한 이해집단의 참여를 통해서만이 ‘시민사회의 활성화’가 말해질 수 있다는 것을 제시한다. 여성의 시민참여를 연구하기 위해서 본 연구는 사회자본 개념을 출발점으로 삼는다. 이론적으로 논자는 기존의 사회자본 개념을 통해 한국 시민참여를 연구하려고 하는 것은 구조적 갈등의 장으로서의 시민사회의 의미를 간과하는 것임을 비판하였다. 여성주의적 관점에서 볼 때, 이 비판은 사회자본론에서 가장 중요하게 다루어지는 자원결사체 참여의 양적 연구에서 벗어나 그 자체 내부의 성별분리를 밝혀내고 그 갈등의 축을 공론화하는 작업을 통해서 구체화될 수 있다. 본 연구는 사회자본론에 대한 시민사회론적 한계와 이로부터 도출된 방법론적 함의를 고찰한 후, 이에 기반하여 자원결사체 유형의 분리와 여성의 자원결사체 참여 양상의 특징을 고찰하였다. 결론적으로 자원결사체 참여는 순수하게 자원적이지 않으며 구조적으로 성별 분리되어 있다. 구조화되었다 함은 자원적 결사체 참여의 성별 불평등이 단순히 양적인 문제가 아니라 영역분리와 연계되어 있다는 점에서 그러하다. 숨겨진 여성의 사회참여를 밝히기 위해서는 무엇보다도 이러한 시민사회 내부의 구조적 불평등과 이와 연계된 “공론의 장”의 정의가 재구성되어야 한다.
Abstract
The recent uprise of the concept, ‘citizen participation’ suggests that the activation of civil society can be measured by participation of various interest groups in various areas at various levels. To explore the civil participation of woman, this study makes the concept of social capital its anchoring point. Theoretically, I criticizes, it overlooks the structural conflicts to study citizen participation in terms of the social capital as it is. From a feminist point of view, this critic can be illustrated by identifying the gender segregation of voluntary associations and making the axis of the conflict a theme of public discussion. On the basis of the theoretical discussion, this study investigates empirically the characteristics of women's participation in voluntary associations. In summary, the participation in voluntary associations is not so voluntary, and is structurally segregated according to gender. ‘Structurally' means that gender inequality in the participation in voluntary associations is not only a matter of quantity, but is connected with area segregation. To reveal the hidden social participation of women, the critic should precede on the gender inequality in the civil society and the definition of public opinion itself.
