교회음악전공자 사례비 연구: 미국(교단별)과 그 외 나라별 사례비 예시

본 논문은 한국교회는 교단별 목회자사례에 대한 구체적인 지침이 마련되어 있지 않은 현실에서 교회음악 전공자들의 효율적인 활용과 이들의 섬김, 봉 사 사역의 가치가 성서적, 역사적으로 근거를 제시하여 한국교회의 적절하 고 바람직한 교회음악 전공자들의 사례 기준을 모색하고 마련하는데 그 연 구의 목적과 의의를 두었다. 아울러 이번 연구를 통해 한국교회 교회음악 전 공자들이나 목회자의 검증된 통합적 사례기준이 아직 마련되지 않은 현실을 감안하여 현재 한국 노동자들의 기초임금 현황과 목회자들의 사례, 그리고 예시로 제시한 나라별 기준표들을 바탕으로 교회음악전공자 사례기준표를 제안하였다. 음악감독, 음악전도사 또는 음악목사의 공식적인 목회자 직함을 가지고 전임(full-time)이나 준전임(half-time) 이상으로 사역을 하는 경우를 제외하고 음악적인 영역에서 직능을 담당자들(지휘자, 반주자, 악기연주자, 경배 찬양 팀 등)에게 무료봉사를 요구하는 교회들이 적잖은 것이 한국교회의 현실이 다. 이렇게 무료 봉사나 자원자 중심의 사역을 요구하는 이유는 대게 교회의 빈약한 재정상황 또는 충분한 선행 사례연구와 폭넓은 견문(見聞)이 없는 상태에서의 목회자나 당회 운영위원들의 개인적 경험을 바탕으로 한 의견들이 중심이 되어 지역 교회의 규정을 마련하고 있기 때문이다. 보편적으로 한국교회 사례비를 책정하는 대게의 경우는 교회 안에 당회 와같은기구또는위원회를통해결의되는내용에따라즉, 교회의상황과 교역자들의 역량에 따라 많은 변수를 가지고 결정되고 있는 것이 현실이다. 교회음악전공자가 정규직으로 섬기는 담임목회자나 부교역자의 위치에서 사역을 하는 경우가 극히 드문 현실을 감안할 때 이번 사례연구는 필자가 경험한 미국 내의 다양한 교단별로 규정되어 있는 사례 기준을 바탕으로 캐 나다, 영국, 아일랜드, 독일 등 몇몇 나라들의 사례비 기준표를 예로 제시하 였다.
Abstract
Korean church did not have specific denominational guidelines for a minis- ter’s honorarium standard. Most of cases, the minister’s compensation is arranged by his/her church’s consistory meeting. Which means it is affected by the church’s circumstances and variables. As it is very rare in Korea that pastor in charge is Church Music majored, this case study based on denominations of American church. Also diagram about honorarium stand- ard of Canada, England, Island, and Germany are quoted as example. Beside those full-time staffs, who serve under the title of such as Music Director, Music Minister or Music Pastor, most of music department’s min- isters are demanded to serve without pay in Korea. Reason of that is mostly scanty finance circumstance of the church. But moreover it’s also because the regulations of local church are majorly based on the opinions of pastor in charge or/and church’s committee. This research was sought to help efficient resourcing of Church Music majored ministers for every department, furthermore, to find a way to ar- range suitable guideline for compensation of Church Music majored minis- ters by reassessment their invaluable servant-ship biblically and historically. Additionally, as compensation standard for Church Music majored staffs or pastors is unprecedented in Korea, this research suggested a com- pensational standard for Church Music majored staffs based on current state of Korean laborers’ minimum wage standard and Ministers’ honorarium average and The other countries standard.
