학교평가 관련 교육법규의 타당성과 보완 과제

Abstract

The purposes of this study are to examine the validity of the provisions about the school evaluation and to suggest the tasks for complementing or revising that provisions. The provisions about school evaluation are insufficient for making the school evaluation take root. Therefore, many provisions need to be revised and added. Specifically, the right to evaluate schools should be partly delegated to the superintendent of schools or an independent school evaluation authority. And the present purpose of school evaluation which pursues carrying out educational administration effectively is restated to the purpose of raising the quality of education provided by the schools which are the subjects of the school evaluation. Also, the school evaluation should not be optional but compulsory mechanism for enhancing the quality of education. The achievement tests should be included into the school evaluation system, too. And the opportunity for the parents to participate in a school evaluation as evaluators should be opened. The provisions about enhancing the level of expertise of evaluators to play the role successfully and about respecting the human rights and the right to education of the students and teachers should be established, too. In addition, the reguirements for exception to publicizing the results of the school evaluation should be rigidly regulated. And the ways to use the results of the school evaluation should be specifically presented. Finally, autonomy of schools should be expanded and a structure of education laws should be restructured. In conclusion, this tasks suggest that the rights to evalaute schools should be decentralized and a rational school evaluation system emphsizing reinforcing the intrinsic nature of education should be emphasized.
