본 연구는 서비스조직의 효율성 평가에 있어 운영환경에 따른 통제불능요인의 영향을 분석하는 것을 목적으로 한다. 최근 들어 DEA기법이 공공기관이나 서비스기업의 효율성평가에 빈번하게 이용되고 있지만, 기본 DEA모형은 피평가조직의 외적특성을 고려할 수 없다는 심각한 문제점이 있다. 이에 따라 본 연구에서는 서비스 관할지역의 특성과 서비스센터의 운영주체라는 외적요인들이 현장서비스조직의 효율성에 미치는 영향에 대한 분석을 통해 효율성평가에 통제불능요인이 필수적으로 고려되어야만 함을 제시하였다. 현실감 있는 연구를 위해 국내 가전사 애프터서비스 부문의 자료를 사용하였으며, 이를 통해 기존서비스 효율성평가 시스템과 기본DEA모형의 문제해결을 통한 개선된 서비스 효율성평가 방안을 제시하였다.
Abstract
This study aims to analyze the impacts of uncontrollable factors on evaluating the efficiency of service organizations. The DEA method has become increasingly popular in evaluating the efficiency of service organizations. The basic DEA models, however, had revealed severe drawbacks because of failing to consider the impacts of external factors. This study incorporated two uncontrollable factors into the DEA context, which are the characteristics of geographical service regions and the central operating bodies of service centers. A revised solution for the existing evaluation procedures and the basic DEA models is provided and several practicing findings are proposed for service evaluation systems.
