본 연구는 최근 빠르게 발흥하고 있는 지방자치단체 지역학의 방향 정립을 위한 시론이다. 우리나라 지역학의 경우, 역사와 문화 전통에 중심을 둔 ‘본국학’, ‘조선학’, ‘국학’으로 이어지다가 1960년대 미국의 학문적 영향 아래 한국학으로 전환되었고, 최근 10년을 전후하여 거의 모든 지방에 그 지역을 연구하는 ‘지역학’이 확립되었다. 지역학은 상호연결성과 종속성을 강조하는 ‘홀리즘’적 특성이 있으며, 토마스 아퀴나스가 인간에 대해 정의한 ‘복합적 단일체(Unitas Multiplex)’이다. 그래서 학제간 연구가 필요한 융합 학문이며, 또 순수 학문을 지향하면서도 실용적인 성과를 산출해 내야 한다. 이처럼 지역학은 지역발전을 위한 전략으로서의 성격도 있으므로 공동체의 지역발전에 대한 인식이 수렴되어야 하고 방향성을 공유할 필요가 있다. 지자체 중심의 지역학은 국가주의 아래 ‘지역’ 생존 차원의 발로였다. 이러한 지자체 지역학은 우선 지역학의 범위 설정이 필요하다. 지자체 지역학의 범위는 행정이나 정치 논리를 초월하여 지역을 위한 범위 설정이 자유롭게 논의되어야 한다는 것이다. 범위가 설정되었다면 그에 따른 정체성의 검토와 새로운 모색이 필요하다. 지역 정체성을 바탕으로 한 지역 브랜드 구축은 지자체 지역학 연구의 중요한 지점이다. 지역공동체의 활성화도 매우 중요하다. 공동체는 지역을 유지하는 가장 기본적이고 핵심적인 단위이기 때문이다. 또한 도시나 지역이 복합적 단일체로서의 부분적이면서도 전체적인 사고와 인식의 틀을 제공해야 한다. 그래서 지자체 중심의 지역학이 빠지기 쉬운 지역 우선주의 혹은 지역 만능주의를 벗어날 수 있도록 해야 한다. 아울러 지역학 교육은 지역을 위한 인재 양성과 지역학 실천을 위한 중간 인력의 양성이라는 측면에서 무엇보다 도외시할 수 없는 문제이다.
Abstract
This study is an introduction to establish the direction of regional studies of local governments that have been rapidly emerging in recent years. In the case of Korea, it continued with 'Motherland Studies', 'Joseon Studies', and 'National Studies' focusing on history and cultural traditions, and then converted to Korean studies under the academic influence of the United States in the 1960s. Around the last 10 years, local studies that study the region have been established in almost all provinces. Regional studies have a holistic characteristic that emphasizes interconnection and dependence, and are ‘Unitas Multiplex' defined by Thomas Aquinas for humans. Therefore, it is a convergence study that requires interdisciplinary research, and it is necessary to produce practical results while aiming for pure science. In this way, since regional studies also have a characteristic as a strategy for regional development, it is necessary to collect the community's perception of regional development and share directions. Regional studies centered on local governments were the beginning of the ‘regional' survival dimension under nationalism. Such local government regional studies first need to set the scope of regional studies. The scope of local government regional studies is that the scope setting for the region should be discussed freely, transcending administrative or political logic. If the scope has been set, it is necessary to review the identity and seek new results accordingly. Establishing a regional brand based on regional identity is an important point in regional studies of local governments. The revitalization of the local community is also very important. This is because the community is the most basic and essential unit of maintaining the region. In addition, a city or region should provide a partial and overall framework for thinking and perception as a complex unit. Therefore, it is necessary to ensure that local government-centered regional studies can escape from regional priority or regional universalism, which is prone to missing. In addition, regional studies education is a problem that cannot be neglected above all in terms of cultivating talent for the region and cultivating intermediate manpower for regional studies practice.
