Abstract
Since its introduction in the United States in 1990, there have been a number of papers on the limitations and alternatives of ELSI program. In this paper, I analyze the limitation of ELSI studies conducted in national R&D programs and propose alternative methods of ELSI programs in life science and technology based on a comparison with a technology assessment conducted in South Korea. For specific comparison, I compared two ELSI studies for precision medicine technology in 2018 and a technology assessment for the same technology in 2020 in this paper. As a result, I suggest that the government should consider establishing an institutionalized policy proposal system for technology assessment for ELSI studies. In order to improve the efficiency of the policy suggestion of ELSI studies, the governance and legal system relevant to bioethics should be revised. However, both ELSI studies and the technology assessment had limitations in actual communication activities with civil society. Therefore, more activities are needed to improve communication. These activities will be helpful for the intrinsic purpose of ELSI studies and to enhance the social responsibility and receptivity of emerging biotech-nologies.
