국방부 성과평가체계의 분석 및 개선방안

This study examines the Ministry of National Defense's case of BSC implementation through the critical analysis of the background and contents of its operation. MND launched the BSC system to meet the government's needs in the 2005. In December 2006, the system was established eventually. The BSC system has been developed by the internal workshop and task force team's effort with some help from external experts. The internal workshop has studied the MND's mission, vision and strategies to achieve them. The task force team for MND's BSC develop system to monitor and evaluate the performance. In the early days, the minister intiates the BSC system with a strong will. But the present state of MND's BSC need to continuous support of top management and active participation of people at all levels. And MND has to keep their strategy consistently. This paper looks into MND's case of BSC implementation bassiers they encountered at an early stage. It will serve other relevant ministries to refer to when they attempt to adopt BSC in the future.
