The purpose of this thesis is to analyze why the relation between ROK and US alliance had been in a crisis and how the crisis had been progressed, and, nevertheless, why the ROK-US Combined Defense System was successfully institutionalized at 1978 through the alliance's serious political conflicts of the 1970s. And I have analyzed the phenomenon through the confrontation framework of security partnership in the political and military level. The crisis of ROK-US alliance between the end of 1960s and the end of 1970s was caused by alliance's security dilemma from the security partnership's change. And the new ROK-US alliance had evolved from the crisis through the political conflict and military cooperation. This thesis demonstrates that the Military-led security partnership had a strong impact on the transition from the UNC-led Korean Peninsula Defense System of the 1960s to the ROK-US Combined Defense System of the end of 1970s, and especially almost the whole ROK and US Security Partnership except the president Carter and his aides in the Carter Administration did strongly.
Abstract
