이 논문은 미 공군 임무지휘 교리 제정 배경을 중심으로 미 공군의 지휘통제 원칙 개선 배경을 분석한 것이다. 미 공군은 미 합참의 JADO를 지원하기 위한 새로운 작전개념으로 ACE를 발전시키고 있으며, 이를 구현하기 위한 작전 수행요소인 Lead Wing, MCA 개념을 적용한 AFFORGEN 모델을 개발하였으며 비행단 참모조직과 지휘통제 개념을 개선하였다. 이런 과정에서 미 공군은 임무지휘의 핵심개념 적용 필요성이 요구되었기 때문에 교리 개정을 통해 임무지휘를 항공력 운용을 위한 지휘통제의 철학으로 교리화하고 지휘통제 방식을 중앙집권적 지휘, 분산형 통제, 분권적 임무수행으로 개선한 것이다. 북한의 고도화되는 위협에 대응하여 한국 공군이 미 공군의 임무지휘에 기반한 새로운 지휘통제 개념을 적용하기 위해서는 이를 적용하기 위한 작전개념 수립과 작전 수행체계의 개선이 우선되어야 한다.
Abstract
This thesis analyzes the background of the U.S. Air Force's improvement of command and control principles, focusing on the enactment of the U.S. Air Force Mission Command Doctrine. The U.S. Air Force developed Agile Combat Employment(ACE) as a new operations concept to support Joint All Domain Operation(JADO) of the U.S. Joint Chiefs of Staff, and to implement it, it has developed Air Force Force Generation Model(AFFORGEN Model) that applies Lead Wing, Multi Capable Airmen(MCA) concept, and improved Wing A-Staff organization and new command and control concept. In this process, the U.S. Air Force was required the application of the core concept of mission command, so it revised its doctrine to define mission command as a philosophy of command and control for air operations and improved its command and control tenet to centralized command, distributed control, and decentralized execution. In order for the ROK Air Force to apply the new command and control concept based on the U.S. Air Force's mission command concept in response to the escalating threat from North Korea, it is necessary to establish an operational concept to apply it and improve the operational execution system.
