Abstract

There have been many previous studies published in Japan on the First Sino-Japanese War, particularly on the process leading up to the outbreak of war. However, there are still not enough studies that focus on the policy-making process of the Korean government’s request to dispatch Chinese Qing troops at the beginning of the Donghak Peasant Revolution, which was an internal affair of Korea. It was this request for troop dispatch that led to the outbreak of the First Sino-Japanese War. This study, while learning from previous research, will discuss the following two points by using new sources, namely the British diplomatic documents (F.O.228/1161 and F.O.228/1168) and the Trade Affairs of the Korean Consul to Tianjin’s (hereby, “Jujin-Dongni”) daily-affairs diaries in the Former Korean Government Diplomatic Documents (舊韓國政府外交文書綴, Volume 11). One is how the assassination of Kim Ok-gyun, which triggered the start of the Sino-Japanese War, the assassination attempt on Park Young-hyo that took place around the same time, and the subse-quent return of Minister to Japan Yoo Ki-hwan, affected the Korean government’s perception of Japan and Korea-China relations. Another point of discussion is the background and the controversy surrounding the recruitment of Chinese troops to quash the Donghak Peasant Army in the Korean government. This paper, in particular, focuses on the Gojong’s intention to recruit of Chinese troops have changed after the fall of Jongju on May 31, 1894. Since the envoys of the great powers also provided a certain amount of support, it is thought that the Japanese government understood that it could not negotiate too hard regarding the connection between Korea and China. Therefore, Korean government gave little thought to the possibility of a Japanese dispatch of troops to Korea, which would occur shortly after this.
