북한의 제3세대(3G) 이동통신 발전과 남북협력 전망 - 이동통신의 정치적 영향과 기술적 특성을 중심으로 -

오라스콤텔레콤(Orascom Telecom)은 2008년 12월 북한으로부터 WCDMA 3G 기술을 이용한 이동통신 서비스 사업자로 허가받았다. 이 논문은 북한의 3G 이동통신 서비스의 도입 및 발전과 그에 따른 남북협력의 가능성을 검토한다. 이를 위해 이동통신기술에 대한 북한 당국의 인식과 남북한 이동통신 협력 사업의 다양한 가능성을 조망할 수 있는 3G 이동통신 기술과 서비스에 초점을 맞추고 있다. 이동통신의 정치적영향에 대한 인식 변화는 남북협력의 가능성을 결정하는 핵심 요인이다. 또 다양한 서비스들을 지원하는 3G 이동통신기술은 남북협력의 대상과 범위를 확장시킬 수 있는중요한 요인이다. 새로운 외국 사업자가 독점적 사업자로 북한에 진출하여 안정적 서비스를 제공하고있다는 것은 남측 기업들의 대북협력을 제약하는 요인이 될 수도 있다. 그러나 다른한편으로는 남측 기업들의 간접 또는 우회 진출을 통해 다양한 하위 부문에서의 협력가능성을 열어 놓고 있다는 점에서 긍정적이다. 따라서 북한 당국의 인식 변화나 3G 기술의 특성은 남북한 이동통신 협력을 위한 결정적인 모티브는 아닐지라도, 향후 협력을 위한 논의가 제기될 때 북한 당국으로 하여금 협력에 대해 보다 유연한 태도를가질 수 있게 하는 중요한 유인요소가 될 수 있을 것이다.
Abstract
Orascom Telecom has been granted the first commercial license to provide mobile telephony services in North Korea using WCDMA (3G) technology. This paper examines introduction and diffusion of North Korea’s mobile telephony services and its possibilities for South-North Korea’s cooperation. This paper placed awareness of the North Korean authority for mobile communication technologies and WCDMA 3G technologies and services for mutual cooperation at its analytic focus. A awareness change of political effects of mobile communication is crucial factor determining possibility of South-North cooperation. Also, because 3G mobile technology supports a variety of services - in addition to voice - such as video call, SMS(short message service), MMS(Multimedia Messaging Service), voice mail, WAP(wireless application protocol) and HSPA(High Speed Packet Access), these technological factors have widen subject and scope of mobile communication cooperation between South and North Korea. On the one hand, advance of the new mega-carrier in North Korea’s mobile communication market may be restrict the cooperation, but on the other hand,it can positively influence various cooperations through indirect or bypass approach. Awareness of the North Korean authority for mobile communication technologies and 3G technologies and services for mutual cooperation can be important incentive factor for future mobile communication cooperation between South and North Korea, although it is not a crucial factor.
