Abstract

Japan's social welfare education was legislated in 1987 and twenty years later in 1987 the overall curriculum was revised. The purpose of this study is to examine the changes made in social welfare education, consider the needs in social welfare educational fields as well as the practical organizational system, and finally examine its implications for Korea. In Japan, social welfare program is closely linked to social welfare worker system. Because the social welfare education is heavily influenced by political interference, organizations and centers that are recently established are under the obligation of compulsory recruitment of social welfare workers, who are stipulated by laws exclusive for social welfare workers. It is also of great significance that educational system is revised in order to enhance the social and professional position of care workers at the social welfare scenes. In Japan college of social work given as an example with such social environment in mind, courses are offered for various kinds of career choices and for over ten different certificates. The curriculum is organized such that they gradually develop from general subjects to more advanced areas. Toyo University changed the name of its department of social welfare to the department of human life design and added the department of health care and sports and the department of human environment design, both of which they believe are essential in order to improve the quality of life.
