중국 특색의 ‘사이버 안보’담론과 전략, 제도 분석

초록

본 논문의 목적은 사이버 안전에 대한 중국 특색의 인식과 담론을 고찰하고, 이러한 인식과 담론이 어떻게 중국의 사이버 안전 거버넌스와 법률등을 통해 구체적으로 제도화되고 있는 지를 분석하는 데 있다. 중국은2014년 시진핑을 조장으로 하는 중국공산당 중앙사이버안전과 정보화영도소조의 설립, 2016년 사이버 안전법 통과, 2017년 사이버 공간에 대한 국제협력전략 발표 등 사이버 안전과 관련한 조직과 법률, 규범 등을 잇달아구체화하고 있다.

Abstract

The main purpose of this article is to address the Chinese unique perceptions and discourses toward the Cyber Security and to analyze its policy which is based on those unique perceptions and discourses. First, this article probes into China’s cyber security discourse and the way it is linked to the regime principle “One Centre–Two Basic Points” and basic foreign policy. Second, the article analyzes how these unique perceptions and discourses toward Cyber Security is reflected on its cyber security policy. Finally, the article explores how to China’s unique perceptions and policy on cyber security give influence on the international norm and system of Cyber security. China’s political logic of regime security linked to the cyber security has little possibility to change, therefore the dispute between the West and China over discourse of cyber security will go on for a long time.
