월트의 균형동맹 다수론은 동북아 외교사에도 타당한가? - 백제와 신라의 동맹 정책 비교 연구 -

치열한 생존경쟁 하의 국제사회에서 외부의 부상하는 위협에 당면했을 때 중소규모의 국가들이 이에 대항하는 균형동맹을 형성하는가 아니면 강대국에 편승하는가 하는문제는 동맹이론 연구에서 논쟁의 대상이었다. 본고는 월트가 주장한 균형동맹 다수론이 과연 동북아 외교사에도 타당한가를 검증하기 위하여 고대 동북아시아의 백제와신라의 동맹패턴을 선택하여 조사하였다. 월트의 이론이 도출된 서구와 중동의 사례와 가장 근접한 4세기~7세기의 백제와 신라의 동맹 패턴을 조사한 결과, 백제의 경우는 압도적으로 균형동맹의 빈도수가 많았다. 특히 5세기 고구려 광개토태왕과 장수왕기의 세력재편기와 수당의 부상 이후 현상타파적인 변화의 시기에도 중견국가 백제가 일관되게 균형동맹 정책을 유지한 것은 월트의 이론이 설명력이 있음을 보여준다. 신라의 경우에는 균형동맹과 편승동맹이 혼재되어 있으나 월트는 규모가 작은 나라들이 예외적으로 편승을 하는 근거도 충분히 설명하였기 때문에 신라의 사례가 월트의가설에 완전히 상치되지는 않는다. 대륙에서 수당의 부상 이후 중간규모의 국가 신라가 당의 세력을 업고 고구려를 공격한 것은 월트가 정의한 편승동맹에 해당하는 사례였다고 볼 수도 있다. 하지만 월트가 경고한대로 외교노선의 오류로 편승을 잘못하면결국 강대국의 공격대상이 될 수 있다는 주장을 당과 신라의 최후 결전이 결과적으로입증했다는 점에서 월트 이론의 타당성이 본 연구범위 내에서는 대체로 확인되었다.
Abstract
Middle and small-sized countries have to choose between balancing and bandwagoning for national survival when faced with a rising threat, which has long been an object of controversy in the field of International Relations. When Walt’s balancing dominance theory is applied to alliance formations of two ancient Korean kingdoms during the period between 4 A.D. and 7 A.D., the empirical investigation attested favorably for Walt that balancing outnumbered bandwagoning. Noticeably,Baekche rarely chose bandwagoning while Shilla’s case showed some combination of the two. Shilla’s bandwagoning however does not refute the claim since Walt did point out possibility of bandwagoning of smaller powers under several disadvantageous conditions. In sum, the cases prove that states prefer balancing to bandwagoning because the latter does not effectively guarantee security of the weaker state.
