Abstract

This study analyzes the March 2025 Cheongsong wildfire using Landsat-8/9 Level-2 surface reflectance to compute NBR/dNBR and NDVI/dNDVI, combined with 30-m DEM-derived elevation and slope under a forest mask. We summarize severity over elevation–slope bins and fit a spline logistic model to classify USGS Class 3 (low–moderate-low) vs. Class 4 (moderate-low–moderate-high). A Random Forest is used adjunctively for permutation importance. Burn severity increases markedly above 800 m yet contributes little area, whereas mid-elevations (500–800 m) account for substantial affected extent. Empirically, Class-4 ratios peak at 300–500 m and 5–20°. The spline model attains high discrimination (Accuracy 0.992; AUC up to 1.000; F1 0.983), while we address class imbalance using confusion matrices and precision–recall. Scenario probability surfaces suggest elevated Class-4 likelihood at elevations >300 m on gentle slopes (0–15°). By jointly evaluating observed and modeled patterns in elevation–slope space, the study identifies terrain-driven hotspots to guide prioritization. Limitations include omission of weather and fuel variables.
