강원랜드 카지노 도박자의 불법금융 이용실태 및 경험에 관한 연구

본 연구는 카지노 이용자를 대상으로 강원랜드 지역에서 불법금융을 이용한 실태를 조사하고, 불법금융을 이용했거나 운영했던 도박자 4인의 인터뷰 진술을 바탕으로 강원랜드 카지노 도박자의 불법금융 이용실태와 이용경험을 재구성하여 이에 대한 대책을 마련하는 데에 연구의 목적이 있다. 이를 위해 통합연구방법론으로서 설명 설계(explanatory design)를 이용하였다. 강원랜드 지역에서 이루어지는 불법금융은 불법사채, 전당사, 카드깡, 소액결재, 핸드폰깡, 콤프깡 등이었으며 카지노 이용자의 약 20%가 이용 경험이 있었다. 불법금융을 이용하게 되는 주된 상황과 피해는 상호 복합적으로 작용하면서 일련의 스토리 라인과 패턴을 구성하고 있으며, 이는 결국 강원랜드 주변지역을 떠날 수 없게 하거나 자살충동이나 극단적인 생각으로 진행될 수 있었다. 강원랜드 지역의 불법금융 문제를 해결하기 위해, 연구자는 공중보건학적 관점을 적용하여 돈(현금), 불법금융 이용자, 불법금융 제공환경을 중심으로 논의하고 개선책을 제언하였다.
Abstract
This study aims to examine the actual condition of usage of illegal finance of Casino users at Kangwonland and reorganize their experiences and identify the solution to the illegal monetary circulation. For this purpose, the researcher conducted an in-depth interview of 4 people who had employed or run illegal finance. An explanatory design as a synthetic research method was used in this study. Illegal finances which were present widely in Kangwonland were illegal private loan, illegal pawnshop, Card kang, micropayment, Cellphone kang, Comp kang, et al. About 20% of Casino users have experienced this kind of illegal finance. A main situation in which people use the illegal finance and their damage by the illegal finance interacted with each other complexly and then made up a series of story line and pattern. The result of this study was as follows; “they can't leave the fringe area of Kangwonland", “they feel like committing suicide". To solve the problem of illegal finance of this area, researcher discussed money(cash), user of illegal finance, provision environment of illegal finance by applying the view of public health and then suggested its remedies.
