고용지원센터 직업상담자의 상담자 경험에 관한 질적 연구

본 연구는 고용지원센터에서 근무하는 직업상담자들이 상담자로서의 전문성을 어떻게 경험하는지를 이들의 관점에서 탐색함으로써 이들의 상담자 경험의 의미와 구조를 심층적으로 이해하는데 목적을 둔다. 이를 위하여 2010년 4-5월 중 노동부 고용지원센터에서 근무하는 현직 직업상담 업무 직원 8명을 개별면담하고, 현상학적 질적 분석방법 중 Colaizzi의 방법을 적용하여 면담자료를 분석하였다. 분석 결과 고용지원센터에서 근무하는 직업상담자들의 상담자 경험과 관련하여 2개의 범주, 6개의 주제군, 17개 주제가 발견되었다. 주요 연구결과로는 직업상담자로서 전문성 수행 상의 어려움으로는 ‘과도한 업무량’, ‘취업실적 위주의 근무 평가’, ‘직업상담자 내 행정업무와 상담업무 간 갈등’, ‘교육 기회 지원체제 부족’, ‘내담자 응대의 어려움’, ‘직급 고정으로 인한 승진과 영향력 발휘 부족’, ‘상담업무의 전문성 몰이해’, ‘상담자 내 지지체제의 부족’ 등 9개의 주제가 발견되었으며, 직업상담자들이 스스로 지각하는 상담자로서의 전문성을 구성하는 요소로는 ‘상담자로서 내담자에 대한 전문적 개입’, ‘전문적인 대외활동 수행’, ‘진로와 노동시장 변화에 대한 전문지식’, ‘상담지식과 상담기술’, ‘직업상담 실무자로서 빠른 업무처리 능력’, ‘진로직업관련 네트워킹 능력’, ‘직업상담자로서 효과적인 개인성격 특성’ 등 8개 주제가 발견되었다. 본 연구의 결과는 향후 고용지원센터의 직업상담자들이 전문적인 직업상담 역량을 개발하고 상담자로서의 전문적인 정체성을 갖추기 위해서 조직적인 측면에서 어떠한 점들을 개선해야 하는지에 관한 시사점을 제공한다.
Abstract
The purpose of this study is to explore the experiences of vocational counselors while working at the Employment Centers and to understand meanings and structures of counselor experiences. For this purpose, eight vocational counselors working at the Employment Centers were interviewed individually, and the interview data were analyzed with the Colaizzi's phenomenological method. Two categories, six cluster themes and seventeen themes were found on the counselor experiences working at the Employment Centers. Findings upon difficulties related to professional performances as vocational counselors were ‘excessive workloads’, ‘task evaluation oriented toward employment itself’, ‘role conflicts between administration and counseling among vocational counselors’, ‘lack of support systems for educational opportunity’, ‘difficulties in dealing with clients’, ‘lack of opportunities in promotion due to the fixed position’, ‘oor understandings on the counseling professionalism’, and ‘lack of support systems among counselors’. Additionally, eight themes were analyzed about the components needed for boosting the expertise of vocational counselors: ‘positive changes and feedbacks of clients’, ‘professional interventions on clients’, ‘professional performance outside centers’, ‘professional knowledge on the chances of career and labor market’, ‘counseling knowledge and skills’, ‘occupational ability handling vocational practice’, ‘networking ability related to career and vocation’, and ‘effective personal attributes as vocational counselors.’ These results suggest how to improve organizational systems in order to develop professional competencies and to establish vocational identities for vocational counselors working at the Employment Centers.
