본 연구는 상담정책연구의 범위를 탐색하고 상담정책연구를 분석해 봄으로써 상담정책연구의 필요성과 가능성을 확인하는 목적을 갖고 수행되었다. 이를 위해 상담정책연구에서 다루어야하는 범위를 4개의 범주 즉, 상담정책과정 및 정책참여자연구, 상담정책대상(주제)연구, 상담대안정책연구, 상담정책학적 연구로 나누어 살펴보았다. 그리고 상담정책연구를 분석하였다. 연구 대상은 상담학연구와 상담 및 심리치료의 창간호부터 2016년도까지 게재된 연구물 2,611편이었다. 연구는 선정단계, 분류단계, 분석단계로 진행하였다. 연구 결과 1,955편의 논문이 정책관련 연구로 선정되었으며 174편의 논문이 상담정책과정연구로 분류되었고 시간의 흐름, 관련 정부부처, 연구주제 측면에서 분석되었다. 분석결과, 상담정책연구는 2000년 초반부터 상승하면서 2008년을 정점으로 다소 하락하는 동향을 보였다. 그리고 10여개가 넘는 관련 정부부처 중 여성가족부와 교육부가 연구의 대부분을 차지하고 있어 정부부처 간에 큰 차이를 보여주었다. 연구주제는 정책실행자와 정책대상자로 나누어 분석하였는데 정책실행자 중 상담자가 압도적으로 많았으며 직무와 관련된 내용을 가장 많이 다루고 있었다. 정책대상자는 연령대별로 고른 분포를 보여주었고 그 중 대학생과 중학생이 조금 높은 비중을 나타냈다. 정책대상자와 관련된 연구들은 사회적으로 문제가 되는 비행, 중독, 폭력, 학업중단, 문화적응 등과 관련되었으며 상담에 대한 태도도 상당한 비중을 차지하고 있었다. 이상의 연구결과를 바탕으로 상담정책 연구와 상담자의 정책교육 측면에서 향후 과제를 논의하였다.
Abstract
The purpose of this study was to identify the necessity and possibility of the counseling policy research by exploring the scope of the counseling policy research and analyzing the counseling policy research. For this purpose, the scope to be dealt with in the counseling policy research was divided into four categories: counseling policy process and policy participant research, counseling policy subject research, counseling alternative policy research, and counseling policy research. The study also analyzed counseling policy researches. The research subjects were 2,611 research articles published from issue of Korean Journal of Counseling, Korean Journal of Counseling and Psychotherapy until 2016. The study went through the stages of selection, classification, and analysis. As a result, 1,955 papers were selected as policy- related studies and 174 papers were classified as counseling policy process studies and analyzed in terms of time flow, related government departments and research subjects. The findings show that 1,955 papers dealt with policies and that 174 investigated counseling policy processes. Analysis was conducted in the aspects of passage of time, concerned government departments, and research topics. As a result of the analysis, the number of counseling policy researches started to rise in the early 2000s and tended to drop after reaching the apex in 2008. Among the more than 10 related government departments, Ministry of Gender Equality and Family and Ministry of Education accounted for the majority, which points to huge differences among the government departments. The research subjects for analyzing were divided into policy executives and policy subjects. Among the policy executives, the number of counselors was overwhelmingly large, and the contents related to the tasks were most dealt with. There was an even distribution of different age groups among policy subjects with college and middle school students recording a little bit higher percentage. Researches related to policy subjects had something to do with socially problematic delinquency, addiction, violence, academic interruption, and cultural adaptation with attitudes toward counseling recording a considerable percentage. Based on those findings, the study discussed future tasks in the aspects of counseling policy researches and policy education for counselors.
