230년 전 J. 벤담(Jeremy Bentham 1748-1832)이 『파놉티콘』(1791)을 출간하던 때와 비교하면, 지금은 새로운 정보 통신의 기술이 비약적으로 발전하였고, 권력 장치에 있어서도 새로운 방식의 진화가 이루어졌다고 할 수 있다. 이제 파놉티콘을 넘어 이른바 디지털 파놉티콘의 시대가 도래한 셈이다. 이러한 디지털 파놉티콘의 환경에서 특정 권력 지배층은 더욱 교묘하게 국민을, 국민의 삶을 ‘감시’하고, ‘통제’하여, 자신들의 권력 행사를 실현시켜 나가고 있다. 이러한 파놉티콘/디지털 파놉티콘의 장치 하에 감시는 더욱 은밀하게 이루어지고, 권력 지배층은 국민을 내편/네 편으로 분할하고, 사회체제에 순응하게 만들고 있다. 나는 이 글에서 코로나 19 상황에서도 방역을 명분삼아 특정 권력이 행사하는 정치 행위의 구조와 본질 그리고 그 한계를 벤담의 파놉티콘을 매개로 살펴보고자 한다. 그래서 먼저 벤담이 어떤 과정을 통해 『파놉티콘』을 출간하게 되었는지 살펴보고, 감옥 건축의 모델로 파놉티콘을 구상하게 된 계기와 파놉티콘의 건축 원리, 구조를 논의할 것이다. 그리고 파놉티콘의 정치철학적 함의를 푸코의 시선에서 살펴보고, 마지막으로 파놉티콘에 대한 기독교 윤리적 비판과 성찰을 하면서 맺고자 한다.
Abstract
The current new information technology and power systems are significantly more developed than Jeremy Bentham’s Panopticon (1791). So to speak, there exists a digital panopticon era beyond the panopticon. In this digital panopticon setting, power dominators more skillfully watch and control the lives of people. Further, they are aware of the power of the people and constantly divide the people by creating concepts of “my side” or “your side” and, ultimately, coerce people into adopting their social system. In this article, we will discuss the structure, essence, and limitation of power dominators’ politic action in the COVID-19 era in the context of Bentham’s Panopticon. First, we will discuss the process of the publication of Panopticon and research the relationship between a panopticon and a regular prison facility. Further, we will explain the architectural principle and structure of the panopticon and discuss its political and philosophical significance using Michel Fouault’s view point. Finally, we will discuss the Christian ethical critique and reflection regarding the panopticon.
