충북 출신 독립유공자의 발굴과 향후 과제- 국가기록원 소장 재판 판결문을 중심으로 -

Abstract

This paper analyzed the court rulings on the personages from Chungbuk region among the records related to the independence movement which are conserved in the National Archive of Korea and selected those who could be potential subjects for future award. Currently the National Archive of Korea keeps 1,032 criminal sentence records for 458 people from Chungbuk region. If analyzing these records, the court rulings related to pending awardee are 396 cases for 238 people. If applying the criteria of the independence patriot award, the number of people possible to be awarded was 151 in total; 40 for the category of righteous army, 60 for the category of 3.1 independence movement and 51 for the rest categories. In comparison with the result of awarding 430 independence patriots from Chunbuk region since 1949, this review work had its significance in finding a lot of awardees at a time. Furthermore, if adding 46 awardees from Chungbuk region that could be found in the prison-service record of Seodaemun Prison and not overlapped with the subjects reviewed in this paper, such number could be increasing more. 4 persons among the subjects under review in this paper are going to awarded as independence patriots on the Day of Patriotic Martyrs (November 17) and it is expected that there would be more possibility for more independence activists to be awarded in the future. However, it is not an easy mission to find out more independence patriots from Chungbuk region and have those independence activists awarded. It can be summarized as follows;First, it is necessary to investigate the status of independence activists from Chungbuk region and steadily seek their court rulings to prove their accomplishments. Second, it is necessary to make steady efforts to find relevant material such as prison-service records by which their accomplishments can be admitted even if there is no court ruling record. Third, for prisoners, exact actual imprisonment period should be calculated. Fourth, efforts should be made also for the verification of the independence activists' accomplishments. Fifth, the bereaved family of independence activists should be actively searched. Sixth, award application should be made actively by their descendants, family, local government, competent authorities. It might be desirable to establish a temporary organization such as 'Search and Award Application Center for Chungbuk Independence Patriots'. Lastly, a comprehensive academic outsourcing to establish a mid- and long-term master plan should be conducted in order to find independent patriots from Chungbuk region and promote the independence movements project. It will be very important to study the independence movement history of Chungbuk region, search independence activists and award them. This paper would be an opportunity to suggest such necessity and seek for its possibility.
