Abstract
King Gojong chose to resist while surviving when Japan undermined the independence of the Korean Empire. During the Russo-Japanese War, he instructed Lee Beom-jin, the Korean Minister to Russia, to operate the legation and work for the independence of the Korean Empire. He also sent multiple letters requesting Russia’s support for Korean independence. Furthermore, before and after the Eulsa Treaty, Gojong continuously sent letters to Nicholas II, appealing for the independence of the Korean Empire. In particular, immediately after the treaty, he reported Japan’s coercion to the Russian emperor. Through trusted aides and foreign contacts, he persistently sent letters and telegrams urging Nicholas II to support Korea’s independence. Additionally, Gojong dispatched Lee Yong-ik to Saint Petersburg to promote Korea’s neutralization as a diplomatic strategy while preparing for the dispatch of special envoys to The Hague. Above all, Gojong sought to protect Korea’s independence diplomatically by utilizing the Hague Conference and the Permanent Court of Arbitration. He believed that the fate of the Korean Empire should be considered at the international tribunal. He also appealed to the great powers by invoking the Korea–U.S. Treaty of Amity and Commerce, emphasizing their duty to protect ethnic minorities. Ultimately, Gojong sent special envoys to The Hague to raise international awareness of Korea’s independence. In response, Japan stirred public opinion that Gojong should personally travel to Japan to apologize, ultimately forcing him to abdicate. Meanwhile, Japan coerced the Korean Empire’s Ministry of Justice into prosecuting the Hague envoys on charges of "impersonating government officials." In July 1907, Japan held an in-absentia trial at the Supreme Court, sentencing Lee Sang-seol to death and imposing life imprisonment on Lee Jun and Lee Wi-jong. Subsequently, Japan framed the dispatch of the Hague envoys as a violation of the Eulsa Treaty and forcibly dethroned Gojong. It then accelerated its annexation by signing the Korea–Japan Agreements and disbanding the Korean military. Japan further consolidated its control by appointing Japanese vice ministers in all government departments and enforcing the New Korea–Japan Agreement (Third Korea–Japan Agreement) to dismantle the Korean military. Additionally, Japan seized police and prison administration rights, gaining full control over the Korean Empire’s key administrative functions. Through these steps, Japan fully annexed the Korean Empire in August 1910, reducing it to a colony.
