초록

본 논문에서는 정규화된 현시비교우위(NRCA) 지수를 이용하여 우리나라 주요 수출 품목 및 산업의 경쟁력 추이를 개관해 보았다. NRCA 지수는 Balassa의 전통적인 현시비교우위(BRCA) 지수에 비해 품목간, 국가간 비교뿐만 아니라 시간에 따른 동태적인 비교우위의 변화를 평가하는 데에도 유용하다는 장점을 지니고 있다. NRCA 지수를 이용한 이러한 분석은 수출경쟁력 현황과 위기요인을 진단하고 적절한 미래의 산업정책을 수립하는 데 유용하게 활용할 수 있을 것으로 기대된다. 논문의 주된 분석결과는 다음과 같다. 첫째, 패널 회귀모형을 이용하여 분석한 결과 NRCA 지수가 BRCA 지수보다 수출경쟁력을 더 잘 설명하는 것으로 나타났다. 둘째, 주요 수출 품목에서 우리나라는 중국, 일본, 대만 등 전통적인 경쟁국들은 물론 베트남, 말레이시아 등 신흥 경쟁국들과도 치열한 경합을 벌이고 있는 것으로 나타났다. 셋째, 전자부품 및 자동차 산업의 경쟁력은 최상위 국가들에 비해 아직 미흡한 것으로 평가된다. 선박 건조 및 수리 산업은 최근 상대적 우위가 크게 약화되었으며, 1차철강 산업은 러시아, 일본 등과 경합하는 양상이다.

Abstract

This paper analyzes the trend of competitiveness of Korea’s major export items and industries using the normalized revealed comparative advantage (NRCA) index. Compared to Balassa’s original revealed comparative advantage (BRCA) index, the NRCA index has the advantage that it is comparable across product, country and time. The NRCA measures are expected to be useful in diagnosing the current status of export competitiveness and risk factors, and establishing appropriate future industrial policies. The main results of the paper are as follows. First, the panel regression result indicates that the NRCA index has higher explanatory power for export competitiveness than BRCA. Second, Korea is currently competing fiercely with new competitors such as Vietnam and Malaysia as well as traditional competitors such as China, Japan and Taiwan in terms of major export items. Third, the competitiveness of the electronic parts and automobile industries is evaluated as still insufficient compared to the top countries. In the ship building and repair industry, the comparative advantage has recently weakened significantly, and the primary steel industry is competing with Russia and Japan.
