4차 산업혁명과 경제질서의 재편 그리고 중소자동차부품업체의 대응

이 연구에서는 4차 산업혁명 시대에 따른 경제질서의 변화에 대응하기 위한 중소기업의 대응방안과 정부의 지원방안을 살펴보았다. 먼저 중소기업들이 4차 산업혁명을 수용하여 스마트화되기 위해서는 아직 갈 길이 많이 남았다. 중소기업들이 스마트화되기 위해서는 혁신역량과 정보, 보유자원 등이 부족하기 때문이다. 특히, 자동차산업에서 첨단기술이 집약되는 부품과 시스템 개발은 대기업들도 독자적인 역량이 부족하여 네트워크를 구축하며 연구개발을 진행 중이기 때문에 중소기업들에게는 4차 산업혁명이 너무 멀게 느껴질 수 있다. 그러나 기업의 존속을 위해서는 역량과 자원의 부족을 극복하고 4차 산업혁명을 수용하고 받아들여야 한다. 부품의 전장화와 지능화가 빠르게 진행되는 과정에서 이를 수용하여 적응하지 못하면 글로벌 경쟁에서 도태될 수 있기 때문이다. 또 한편으로는 중소자동차 부품업체가 스마트화로 글로벌 부품업체와 경쟁우위를 확보할 수 있는 기회기이도 하다4차 산업혁명과 관련하여 자원과 역량이 부족한 중소기업의 스마트화가 추진되기 위해 가장 중요한 것은 리스크를 감수하고 어려운 환경을 헤쳐 나가려는 경영자의 혁신 마인드 와 정부의 융합적이고 일관적인 발전 정책이 필요하다. 개방형 기술플랫폼을 구축하여 자동차산업과 ICT산업에 종사하는 중소기업들의 이업종간 융복합 기술개발 플랫폼을 구축하여 R&D투자의 효율성을 높일 필요가 있다. 이를 위해서 자동차 부품산업 중소기업 제조혁신 플랫폼 구축 사업과 4차 산업혁명에 기반한 대·중소기업간 시너지 효과를 극대화하기 위한 협력이 필요하다.
Abstract
The 4th Industrial Revolution has brought new growth opportunities for SME’s. In this study, we have were examined responses of the 4th Industrial Revolution from the SME initiatives as well as government policies to cope with the new opportunities. There is still a long way to go for SMEs adopting the fourth industrial revolution due to lack of relevant information and resources. The situation is even worse for the automotive industries in Korea because of 1) strong dependency on major Automotive companies, 2) lack of initiatives from the major suppliers and 3) unaware of the emerging technologies. Therefore, the fourth industrial revolution may seem too far for SMEs. However, in order for SME to survive global competition and maintain sustainablity, it is necessary to accept the fourth industrial revolution. As Global Value Chain (GVC) and production from overseas continue to increase, competition with global parts makers is essential, so it is necessary to follow and eventually becoming a first mover of the global trends. It is recommended for the SME leaders to encourage the innovation mind set of entrepreneur willing to adapt new wave of technologies. It is necessary for the entrepreneur's own efforts to escape from the vertical value chain structure of the industry. And the government needs to increase the efficiency of R & D investment by establishing an open technology platform with fusion of automotive industry and the ICT industry. It is also suggested to form a platform for SME’s 4th Industrial Revolution Support Platform and related Competence Center.
