Abstract

This study aims to examine the impact of housing stability on the economic activities of elderly people in Korea. The labor force participation rate of people aged over 65 is 31.5% in Korea. It is larger than other OECD countries. The male elderly’s labor force participation rate is 41.5%, and the female elderly’s labor force participation rate is 24.1%. On the other hand, poverty rates of the elderly, aged 65 and over, in Korea is the highest (46%) among the OECD countries (OECD, 2017). The data for the empirical analysis was drawn from the Korean Longitudinal Study of Ageing (KLoSA) by Korea Employment Information Service (KEIS) for 2006, 2008, 2010, 2012, 2014, and 2016. The KLoSA data conducts a followup survey on middleaged and the senior population over 45 (in full, as of 2006), as to labor market participation, income and assets, and health conditions (new panels born in 1962 and 1963, classified as babyboomers, added as of 2014). The KLoSA data is utilized as the base data for policy making for the ageing society and the assessment of governmental policies. The empirical estimation suggests that elderly people respond to housing wealth, and housing wealth influences the labor supply. Elderly male homeowners are more likely to work than male renters. It might be due to mortgages. The elderly have a retirement plan when housing wealth increases. It is possibly because of the reverse mortgage. The reverse mortgage system has been recently introduced in Korea. The elderly work less when housing wealth increases. The reasons that female elderly are not affected by housing value are i) they are less likely to work, ii) they are less likely to own a house because they are in poverty. Due to cultural and societal factors, elderly Korean women usually work in menial jobs, such as a job that requires very little skill or care work. In conclusion, the elderly people will decide to work depending on how much they receive in future income. It will provide policy implications for the elderly.
