외국의 재정준칙 운용사례 연구

재정정책이 필요한 시점이긴 하나, 저출산⋅인구고령화에 대비한 미래세대의 과도한 부담을 방지하고 재정이 경제 방어의 최후의 보루 역할을 하기 위해서는 선제적으로 재정건전성을 제고할 필요성도 부각되고 있다. 따라서 재정건전성 제고차원에서 외국에서는 우리나라와 다르게 재정준칙을 법제화하여 재정준칙을 운용하고 있다. 1997년 이후 도입한 재정준칙을 준수함으로써 2008년 글로벌 금융위기에도 불구하고 양호한 재정 상태를 유지한 스웨덴과 금융위기 극복과정에서 헌법 개정을 통해 재정준칙을 강화한 독일의 경우를 참고하여 정부가 제안한 한국형 재정준칙이 법제화될수 있도록 노력해야 한다. 다만, 우리나라의 경우 사회보험재정 흑자분을 감안하고국가채무에 직접적으로 연결되는 관리재정수지 적자비율을 사용하지 않은 점에서 이번 한국형 재정준칙은 재검토할 필요가 있다. 또한 명시적 재정준칙을 준수하지 않은 영국과 일본의 경우를 참고하여 재정건전성 제고를 위해서는 법제화한 재정준칙을정부가 준수하려는 의지가 필요하다는 것을 알게 되었고 이에 따라 재정준칙이 제대로작동되기 위해서는 독립적 재정기구가 설치될 필요가 있다.
Abstract
Although the government’s role in the global economic crisis of COVID-19 is increasing, the need to preemptively improve fiscal soundness is also being highlighted to prevent excessive burdens on future generations in preparation for low birth rates and population aging. Therefore, in order to improve fiscal soundness, foreign countries legalize fiscal rules differently from Korea and operate fiscal rules. By complying with the fiscal rules introduced since 1997, efforts should be made to legislate the Korean-style fiscal rules proposed by the government, referring to Sweden, which maintained good fiscal conditions despite the 2008 global financial crisis, and Germany, which strengthened fiscal rules through constitutional amendments. However, in the case of Korea, this Korean-style fiscal rule needs to be reviewed in that the deficit ratio of the managed fiscal balance, which is directly linked to national debt, is not used in consideration of the social insurance fiscal surplus. In addition, referring to the cases of the UK and Japan that did not comply with explicit fiscal rules, it was found that the government’s willingness to comply with the legislated fiscal rules was necessary to improve fiscal soundness, and in order for fiscal rules to work properly, an independent fiscal council needs to be established
