Abstract

This study analyzes whether the tax policy without regarding to the housing supply at real estate markets has an effect on the control of speculative investment or not, by employing theoretical model. How does government real estate policy affect on behavior of house consumers? An employing of inductive methods in this study is distinguished from that of earlier studies in Korea has employed the deductive methods. In addition, the earlier studies could not find out the causes of problems in the policy failure, they only pointed out the problems existing. But this study clearly ascertains that real estate policy is not any effects on the consumers' behaviors in the limited housing market.
