한국 ICT제조업의 고용유발효과 변화추이 분석: 산업연관표 부속 고용표를 중심으로

본 연구의 목적은 불변산업연관표 및 부속 고용표를 이용하여 한국 ICT제조업의 최종수요 항목별 고용유발효과를 분석한 뒤, 이와 관련한 정책방향을 제시하는 것이다. 분석결과로 첫째, ICT제조업의 총고용, 피용자, 그리고 자영업자 수는 2005년까지 완만한 증가추세를 보였으나 2005년 이후 감소세로 돌아서고 있다. 둘째, 최종수요에 의한 고용유발인원 역시 2005년을 정점으로 감소추세로 접어들고 있다. 즉, ICT제조업은 총수급 관련지표 상 지속적으로 성장하고 있지만 그에 상응하는 정도의 고용증가는 이루어지지 않고 있다. 또, 최종수요 항목 중 수출수요에 의한 고용유발인원은 지속적으로 증가하고 있지만 소비나 투자수요에 의한 고용유발인원은 감소하고 있다. 넷째, 고용유발계수는 지속적으로 급격히 하락하고 있다. 특히 수출수요에 의한 고용유발계수의 하락속도가 소비나 투자수요의 그것보다 빨라지고 있다. 이는 결국 우리 경제에서 상당한 위상을 차지하는 ICT제조업의 수출증가가 국내 고용문제를 해결하는 열쇠가 되지 못함을 시사한다. 이런 문제를 해결하기 위해서는 주요 부품소재의 수입의존도를 낮추어 중간투입재의 국산화율을 높이고, 관련생산자지원 서비스 부문을 획기적으로 발전시키며, 신성장동력과 ICT제조업을 긴밀히 연결시켜 ICT 융․복합산업을 발전시켜야 한다.
Abstract
The objective of this study is to analyze the employment-induced effects in the Korean ICT manufacturing sectors by using the Labor Input-Output Tables. The result of this analysis can be summarized as follows. First of all, the total number of employment in the ICT manufacturing sectors has been continuously increased until 2005. However, this trend of increase has been reversed since 2005. It means that although the production of ICT manufacturing sectors has been in the process of continuous growth, ICT's employment has not been in this process, particularly since 2005. Second, the coefficient of employment-induced effects in the Korean ICT manufacturing sectors has been continuously decreased. Particularly, this trend is so certain in the case of export demand. It means that the increase of export in the Korean ICT manufacturing sectors would not be a solution to resolve the domestic employment problem. In order to solve this problem, the following policy directions are required; 1) to decrease the import-dependency ratio of intermediate products; 2) to develop related service sectors including ICT-supporting services sectors; 3) to improve the relationship between ICT manufacturing sectors and newly-emerging sectors such as electricity car, digital solution. etc.
