Abstract

The government has recognized the seriousness of the social problems caused by the local housing association project and has amended the local housing association-related regulations in the Housing Act several times in 2016,2017, and 2010 to improve it. However, despite the massive law revision, the damage to association members due to business delays and the opaque operation of associations continues. In this study, the contents of the local housing association system and amendments to the Housing Act were reviewed, and a survey was conducted with 236 adults in order to reveal the factors that potential consumers select local housing associations and the perception of improvement and risks following the revision of the Housing Act. The result of this study can be summarized as follows. First, the demand for choosing the local housing association increases as there are fewer opportunities to acquire new apartments due to high housing prices, low opportunities to win subscriptions, high investment risks in redevelopment and reconstruction projects, and low asset levels. Second, the general public's understanding of the local housing association system and problems is low, and the lower the perception of improvement and risks following the revision of the Housing Act, the lower the investment risk of the local housing association. Third, even if partially improved by the revision of the Housing Act, the effect is insignificant, and awareness of the risk of investing in local housing associations is still high due to problems that remain even after the revision. Fourth, it is necessary to further improve the legal system to address the risks that remain even after the revision. The results of this study suggest that the demand for choosing local housing associations will continue to exist in a market environment where it is difficult to acquire new apartments, and that it is necessary to identify problems that remain after the revision of the Housing Act and to establish additional institutional improvement plans to protect association members.
