본 연구는 내생적 기술혁신모형에 지적재산권정책비용을 구체화한 지적재산권정책모형을 개발하고 지적재산권정책의 경제성장에 미치는 영향을 분석한다. 기존 연구와는 달리 지적재산권정책의 강화가 경제성장에 미치는 영향은 기술가치증대효과, 자원시장왜곡효과, 이익파괴효과 등의 경로를 통해 나타난다. 기술가치증대효과는 정책강화의 긍정적인 효과인 반면에 자원시장왜곡효과와 독점이익파괴효과는 연구개발투자의 수익을 감소시키고 연구개발투자를 위축시켜 경제성장을 위축시키는 부정적 효과이다. 따라서 지적재산권정책의 경제성장효과는 기존연구와는 달리 비단조적이며, 이들 상반된 효과의 크기에 따라 결정되며, 지적재산권보호수준에 대해 “역-U자형”의 관계를 보여준다. 즉, 최적 지적재산권수준이상으로의 지적재산권의 강화는 오히려 경제성장에 부정적인 영향을 미친다. 한편, 시장경쟁의 강화와 인구규모의 증가는 최적 지적재산권보호수준을 더욱 강화시킨다.
Abstract
This paper studies the effects on economic growth of the policy for Intellectual Property Right Protection in the model of endogenous innovation. In particular, the costs of IPP policy is specifically incorporated into the model. The main mechanisms through which IPP policy affects economic growth are identified as a technology value enhancing effect, a labor market distortion effect and a monopoly profit destruction effect, among which the first one is positive effect but the second two are negative effects. Due to these mixed mechanisms, the policy effects are not monotonous but invertedly U-shaped, so that the optimal IPP policy for economic growth exists. In addition, this paper shows the optimal IPP policy should be strengthened with population size and market competition.
