This paper explores the role of socio-economic maturity factors in the growth slow-down of Korean economy since its high growth era. Specifically, the demographic change and the change in industrial structure (intersectoral shift of labor among primary, secondary, and tertiary sector) are considered as maturity factors, and the contributions of these two factors to growth slow-down are estimated. The estimation shows that the contribution of maturity factors accounts for most of Korean economy's growth slow-down in the 2000's compared with the growth rate of high growth era: about two third of growth slow-down by the contribution of demographic change (in broad sense) and about one third by that of the change in industrial structure. This result implies that growth slow- down of Korean economy in the 2000's can be considered as a natural phenomenon reflecting socio-economic maturity or economic development, not as a growth stagnation.
Abstract
본고에서는 고도성장기 이후 최근까지의 한국경제 성장추이를 살펴보면서 고도성장기와 대비한 2000년 이후의 성장둔화에서 경제발전단계의 변화 내지 경제사회의 성숙화를 반영하는 요인이 기여한 크기를 추정하였다. 본고에서는 구체적으로 인구학적 변화와 취업구조 변화(1․2․3차 산업간 노동이동 변화)의 두요인에 초점을 맞추어, 편의상 이를 경제성숙화 요인이라 칭하고 이들 요인의 기여를 살펴보았다. 추정결과 인구학적 변화의 지표 선택에 따라 약간의 차이는 있지만, 고도성장기와 대비한 2000년 이후의 성장둔화는 이 두요인에 의해 거의 전적으로 설명되는 것으로 나타났다. 경제성숙화 요인내에서는 인구학적 변화가 약 2/3, 산업간 노동이동 변화가 약 1/3을 설명하였다. 이같은 추정결과는 최근 한국경제의 성장둔화가 발전단계 변화 내지 경제성숙화에 따른 현상으로 충분히 설명될 수 있으며, 경제성숙화에 따른 성장둔화라는 측면을 감안한다면 2000년 이후의 성장추이가 고도성장기 이래의 장기성장추세에서 벗어나는 수준이 아님을 시사한다.
