Abstract
This paper investigates a comparative evaluation among Friedman’s and Tobin’s negative income tax (NIT) and Murray’s and Spain’s universal basic income (UBI). To do this, we use the KERI-CGE model to analyse the impacts of the four policies on income redistribution, financing, and employment in Korea. Our findings are summarized as follows. First, all the UBI/NITs except the Tobin’s NIT may need to generate additional tax to finance future grants. Second, in consideration of the indirect effects such as a disincentive to reduce labour supply, all the UBI/NITs may have relatively small income redistribution effect. Third, when we take economic impacts of the 4 UBI/NIT policies into consideration, Tobin’s NIT can be more desirable than the others.
